This is customer decision to use Alma9. Yes, I coud compile it, but in that case I could not relay on the package mainteners for security updates and keep eye on them ;(

If you use the Rocky Linux 9 packages on Alma and install the latest (3.2.6-2) then there should be no problems with OpenSSL.
