It's because the supplicant (and/or the AP) just stopped doing EAP. There is little you can do to FreeRADIUS to make the supplicant continue, when it's decided to stop.
The configuration needs to be adjusted to handle some difference in the HP AP vs the Cisco AP.
That sounds magical. Perhaps you could explain exactly *what* you adjusted, and why? Alan DeKok.
