Your NAS sends the Interim-Updates, not the stations. If you are returning the same pertinent RADIUS attributes in the Access-Accept and the NAS is accounting for one but not the others, logically, it can only be the NAS. This has nothing to do with FreeRADIUS at that point. It is the NAS that performs the accounting based on its configuration or instruction it receives in the Access-Accept.
