Try using the full path i.e.
"$INCLUDE /usr/local/et/raddb/users.additional"
I've tried this also but the same result :/
I remember that i had once a issue with $INCLUDE in user files and this was the workaround

user data? in which case...try ensuring you have the FULL path defined and not just the filename on its own
