Oh right, these certificates were generated by running: cd /etc/raddb/certs && make all && make client.pem eapol_test succeeds on localhost with these certificates, but fails when pointed at a server is running in AWS. You haven't "inflated" the packet size. The certificates are large, and result in large packets.
My configuration assigns dynamic VLANS from a database, suddenly suspect this may be related.
