Yes.  Intermediate variables are possible.

  update control {
	Tmp-String-0 = "%{sqlquery:SELECT value from ...
  }

  if (control:Tmp-String-0 != "") {
	update reply {
		Tunnel-Private-Group-ID = "%{Tmp-String-0}"
		...
	}
  }
