Just a thought, I wonder if FreeRADIUS should error more explicitly if somebody decides to be stupid and disable TLS 1.0, 1.1 and 1.2. This is very atypical desire today but the ability to configure this is likely to be useful down the line.
I've pushed a fix. It will be in 2.2.7 and 3.0.8.
