That must have been the problem. I went back to defaults, then just edited proxy.conf and clients.conf and it works now. I did make several changes to the mods-available/eap and mods-config/files/authorize, proxy.conf files. I guess I'm going to start over with my proxy config from scratch and see if I can get it working.
