You can't telnet to a RADIUS server which uses UDP. You'll get 'connection refused' which means nothing in this test since there is no RADIUS TCP port.
tcpdump will show traffic but you will have to run it BOTH the server and the NAS end to demonstrate end to end connectivity.
This will show if any traffic reaching to radius server.
Or either your nas sending request on different ports which radius server expects on.

I may be stating the obvious, but since you have done the configuration perfectly and the packets are not reaching the RADIUS server you might check the configuration of the switch and the network to make sure they can reach each other.

I have deployed radius server + daloradius + MySQL in centos 6 and
all
configuration is done perfectly. I have added HP ProCurve switch
3400
CL as my NAS for sending authentication requests. The scenarios is this: the server is responding and accepting the packets locally but when I try to authenticate through the HP ProCurve switch the server does not respond.
I have also stopped the iptables services still radius server is not listening and during debug we found that the request is not even reaching radius server and moreover I am not getting any error message at all.
I will be grateful if anybody can help me out to overcome this
problem.
