Sounds like the supplicant or access point has issues.

Which doesn't include a final Access-Accept, or Access-Reject. The supplicant is setting up the SSL tunnel, and then giving up at the last minute, before the user is authenticated.
And continue in the same mode..... Reading the log seems that some operations are repeated many time before the user can obtain the access to the network.
