Contention ratio

Hi, Has anyone implemented contention ratio with freeradius? For example, our network, we give 4mbps connection to everyone. Suppose we have 1Gbps network and only few users are currently using it, can be provide the active user's more bandwidth till the the number of users increase? I have checked with burst rate. but its different from this. Please advice. Best regards, Randeep
