Not to Microsoft. MS only accepts EAP-MSCHAPv2 or EAP-TLS on the inner (as Alan B originally pointed out, Microsoft refers to this as PEAP-EAP-TLS). But since EAP-TLS was not on the list of items the original poster listed (he had PAP, MSCHAP, MD5 and GTC), I left that off because there's no point in referring to something that's not in the list he has access to.
