I don't know about the 7204 but if you post the output of "radiusd -X" and the users file, someone can probably spot the problem. Since you're terminating L2TP and radtest works, I'll take a guess that possibly the L2TP is using CHAP, whereas radtest sends PAP requests. - List info/subscribe/unsubscribe?
