Because it's the fault of the NAS. Ask the NAS vendors why they don't implement Acct-Interim-Interval.
As a general rule, when a NAS ignores an attribute... YOU MUST FIX THE NAS. No amount of poking the RADIUS server will cause the NAS to behave differently.
