Standalone FreeRadius EAP-SIM Configuration Recipe?

Hello, I'm attempting to configure FreeRadius to use EAP-SIM, in a standalone fashion (i.e., the GSM tuples are stored locally). Does a 'recipe' exist to appropriately FreeRadius to do so? It appears that the documentation is not complete, and I haven't found reference to such a configuration in the last 6 months or archives.
