Thanks, Alan. This was working on freeradius 2.x. It was even working on freeradius 3.x. I've been mucking with it and somehow it's now broken. Just stop trying to fix a broken system. If you're not a Debian package expert, there's no point in trying.
It's 2016, and systems are cheap. Toss the existing system, and install a new one from scratch. It's less work and less time than trying to figure out what's wrong with the existing one.
