If you're wanting to use TACACS+ with FreeRADIUS v4, I would strongly recommend building using code from the main git repository https://github.com/FreeRADIUS/freeradius-server (checking that the current commit passes CI - if it doesn't then check out the most recent commit which does) A lot of work has happened since the alpha release, particularly with respect to making modules protocol agnostic, which has had a significant benefit in using protocols other than RADIUS.
