Accounting debugging error

Dear Colleagues, I have been unable to resolve the following error in debug mode: Invalid packet code 1 sent to a accounting port from client localhost port 21474 : IGNORED Ready to process requests The only answer I have found online suggests a port conflict but no other port other than 1813 would respond to accounting requests. Note: accounting point is set to 0 in sites-enabled/default Thank you for any help.
