Failed retrieving values

I got an error "Failed retrieving values required to evaluate condition" when checking service-type in if condition in default config file. It seems that the client does not send requests with service-type attributes. My question is, is it necessary to send service-type attribute by client side or do we need to check also if there is a service-type attribute? Thanks for your suggestions.
