Authorization is not Authentication.

You want something like:

authorize {
	if (User-Password) {
		update {
			control:Auth-Type := LDAP
		}
	}
}

authenticate {
	Auth-Type LDAP {
		ldap
	}
}

Where you list the module changes which operation it performs.
