The sample proxy.conf file in raddb/proxy.conf and doc/proxy would be 
good places to start.  Radius proxy'ing is a very common thing so a 
search for proxy'ing on the mailing list archives would probably yield a 
lot of good information.  I'm not aware of a specific howto.
