EAP/TLS Fails FR3.0.4 Centos7

This is where I am confused.  In this case I am using EAP-TLS with the CA and Client Cert created during the FR3.0.8 installation.  There is no user ID being used in this case. 

The server is default config outside of the MYSQL setup for PEAP-MSChap UserID/PWD
