* Have you assigned the same port/IP tuple to multiple virtual servers?

The same IP is  already assign to another server just I was disconnecting/removing the network cable. And re assigning this  IP  to my new server in which I am facing problem. 

* Is 172.17.40.134 bound to an interface?
Yes, it is bound to and physical interface of solaris11 box.

* Are you actually stopping the radiusd properly?

Yes I did, do you recommend to reboot the entire server, is that helps??

All people can do is guess until you post a full debug log of it failing though.
