Robert,
Just fetch the source code and use the command “grep” to list all *tlvs*.
$ git clone git at github.com:FreeRADIUS/freeradius-server.git
$ cd freeradius-server
$ git checkout v3.0.x
$ grep -i "tlv$" -r share/
