Freeradius 2 -> 3 upgrade, LDAP auth

If this anyone is wondering, I've fixed the issue.
Guess just sending the problem helps.

The problem was, that I wasn't using the correct syntax order. I've
moved the IF under EAP.

 eap
 if (noop && User-Password) {
      update {
             control:Auth-Type := LDAP
     }
   }
