I've never managed to do that. Maybe try the Windows subsystem for linux, and just run it there?
Alternatively, and I’m looking at the Gods o’ RADIUS here, do you know of something else that speaks EAP that works on Windows, but doesn’t require the poor man to download the better part of a gigabyte of ‘stuff’ to run some EAP tests? I know we’re all Linux and macOS wonks here, but... help? ☺
