It means that the realm is handled locally by the RADIUS server.

I had to add "realm LOCAL {}" in my proxy.conf file to make it work.

The "Authentication realm is LOCAL" message doesn't have anything to do with the LOCAL realm.

You should upgrade to 3.0.17. Older versions have known security issues. Alan DeKok.
